Measure progress by the business need, its owner, actual use and the result. The agent itself is only one part.

Keep one shared record

Keep the request, decision, plan, tests, releases and results together. A model change should not erase why the work exists.

This matters most when a project crosses teams or continues after its original contributors leave.

Scale after it works

Start small, record the baseline and test real examples. Expand only when use and quality support the next release.
